What does an empathetic response need?

Disinterestedness

The empath need not practice the empathizee's characteristics in order to appreciate them. 

Universalizability

The characteristic appreciated via empathy has the capacity to be appreciated by a universal audience, even if the capacity is not optimized in practice.

Non-utilitarian Purposiveness

The characteristic is appreciated in and of itself.

Necessity

Empathy is necessarily achieved only when the previous three points are achieved.
